Is it appropriate for parents to discipline their child in public if the child is being rude, disrespectful, and unruly towards them? Why or why not?

I say nip that shit in the bud. If parents are afraid to appropriately discipline their child while they are in public, the child will make it a habit to act like a little ass every time they go out. Sorry if I sound harsh, but I am so tired of rude, disrespectful and unruly children.
